摘  要:随着知识经济时代的来临,高新技术与高新技术企业受到越来越广泛的关注。世界各国政府均将发展高新技术与扶持高新技术企业作为提升其国际市场竞争力的重要手段,并对此进行了长远、系统、全面的规划。高新技术与高新技术企业的核心资源是知识、拥有知识资本的人。我国是世界上人口最多的发展中国家,发展高新技术是我国的自然资源票赋优势,也是实现“赶超战略”必然途径。高新技术企业的发展将决定着我国在即将面临的知识经济社会中的国际地位。
我国的高新技术企业是在西方发达国家的示范效应下发展起来的,尽管取得了长足的进步,但与时代的要求和我国拥有的智力资源相比,还是不相匹配的。本论文认为高新技术企业的核心问题是人力资源的管理与开发;高新技术企业的人力资源管理与开发不但有其独特的要求与特点,而且是一个动态的过程,即不同发展阶段上需要不同的管理模式与开发手段与之匹配。
本文通过对高新技术企业个性的分析,进一步将高新技术企业的发展划分为孕育期、初创期、成长期、高原平台期和成熟期五个阶段。在对高新技术企业发展阶段认真研究的基础上,提出了各阶段人力资源管理与开发的现状及其改进要求和改进措施。

High-tech Enterprise Talent Management Mechanism
Abstract: As the knowledge economy era, high-tech and high-tech enterprises are more and more attention. Governments around the world have to support the development of high-tech and high-tech enterprises to enhance their international market as an important means of competitive, and this was a long-term, systematic, and comprehensive planning. High-tech and high-tech company's core resources are the knowledge, people who have the knowledge capital. China is the world's most populous developing country, the development of high-tech is the advantage of our natural resources endowment, but also to achieve "catch up strategy" inevitable way. The development of high-tech enterprises will determine our imminent knowledge-based economy in the society's international status.
       China's high-tech enterprises in the demonstration effect of Western developed countries to develop together, despite great progress, but with the demands of the times, and compared with our own intellectual resources, or do not match. The thesis that the core issue is the high-tech enterprise human resources management and development; high-tech enterprise human resource management and development not only has its own unique requirements and characteristics, but also a dynamic process, that is, different stages of development require different management and development of tools to match it.
       Based on the analysis of individual high-tech enterprises, and further the development of high-tech enterprises will be divided into the incubation period, start-up, growth, plateau plateau and five stages of maturity. High-tech enterprises in the development stage on the basis of careful study, presented the various stages of human resource management and development of the current situation and improvement requirements and improvements.
