信用卡作为主要的电子支付手段,成为推动新经济形式快速发展的重要动力。银行卡作为银行服务与信息技术相互融合的产品,不仅提高了银行的综合服务质量,成为银行新的利润增长点,而且对于改善金融环境,提高人们生活水平,发展个人消费信贷,促进银行业务发展具有深远的意义。由于信用卡是一种无担保的信用贷款金融产品,虽然是提前消费再还款,且额度都较小,但持卡群体较多,审核手续简单,在发卡银行对客户信息搜集、筛选、审核等环节都面临信息不对称的问题,一旦持卡人收入减少,如果恶意拖欠就会给发卡银行造成较大的信用风险,在这种情况下,即使存在有效的风险防范机制,事后逾期催收手段,但发卡银行仍将面临高额的交易成本。作为商业银行的主要业务之一,信用卡不仅成为银行竞争的新领域,也成为国际竞争的主要焦点。

Due to the credit card is an unsecured credit loans financial products, although is to repayment ahead of consumption, and lines are smaller, but the card group is more, approval procedure is simple, the issuing bank to the customer information gathering, screening, review all the problem of asymmetric information, once the cardholders' income to reduce, if a malicious default would cause bigger credit risk to the issuing bank, in this case, even if there is effective risk prevention mechanism, overdue collection method, but the issuing bank will still face high transaction costs. As one of the main business of commercial Banks, credit card has not only become the new domain of bank competition, has become the main focus of international competition.
