摘要
汽车是现代社会的重要交通工具,为人们提供了便捷、舒适的出行服务,然而传统燃油车辆在使用过程中产生了大量的有害废气,并加剧了对不可再生石油资源的依赖。为了经济的可持续发展,保护人类的居住的环境和缓解能源供给。电动汽车应运而生,电动汽车具有良好的环保性能和有多种能源为动力的显著特点,既可以保护环境,又可以缓解能源的短缺并能调整能源的结构,保障能源的安全。
本文首先基于电动汽车发展背景,介绍了电动汽车的优势、发展意义。由此展开阐述了我国电动汽车的普及推广战略,对2010年的“十城千辆”战略进行了着重总结和分析。也对日本、美国、法国、英国等国外电动汽车的发展进行了分析,对日本大阪电动汽车的普及推广战略做出了总结。最后,对于我国电动汽车政策上的一些问题提出了自己的一些拙见,我国相对于国外需要学习的技术和措施还有很多。

Abstract
As one of the most important means of transportation in modern society, the vehicle is providing people with convenient and comfortable service, with enormous amount of waste gas generated from the usage of traditional fuel vehicle, resulted in the dependence of petroleum which is non-renewable resources. With the purpose of continuous growth of economy, the protection of people’s living environment, and release of tight energy supply, motivated the invention of the electric vehicle (EV), which is featured by well protection of environment and versatile various kinds of energy power, with the advantages of environmental protection, reconstruction of energy system to release its shortage and safety of energy.
Firstly, the background on the development of electric vehicles, introduced the advantages of electric vehicles and the meaning of the development. Thus giving expounded China's popularization strategic of electric vehicles on the 2010 "Ten City 1000" that focused summary and analysis. But also we analyzed the electric vehicles’ development of Japan, the U.S., France, Britain and other foreign. In particular, Japan popularization of electric vehicles make a summary strategy. Finally, China's electric car policy on some of the issues raised some of their own humble opinion, our country need to learn with respect to foreign technologies and measures as well.
