Abstract：The weather variety that green house effect cause is making the mankind suffer the more and more serious loss, this is the crisis that the mankind have to face together since history most seriously.The low carbon economy is becoming an economydevelopment mode of the world gradually, in fact the quality is a high energy efficiency and sweep the energy structure problem, the core is the energy technique innovation and the system innovation.Surround the energy and industries of the low carbon economy new the technique development application, change the high depletion for the province of Hunan doubtless, high exhaust, the social economy of the low performance development the mode provided the rare opportunity.
