摘  要：湖南郴州作为承接加工贸易产业梯度转移的重要基地，经过近十年的探索和发展，虽然取得了跨越式发展的成果，但是加工贸易企业在新时期面临的一些问题仍 然未能得到解决。中西部地区在承接加工贸易产业梯度转移的过程中，大多遇到同郴州类似的问题,如：承接的企业规模小、竞争力不强；企业创新动力不足，科研 投入较少；与本地企业同质化竞争加剧；集聚效应欠缺等。本文通过实地调查发现应该从政府层面和企业层面双管齐下，才能解决上述问题，并据此提出了相关应对 策略。

Research on the Problems of Processing Trade Enterprises and Countermeasure in Chenzhou of Hunan Province
Abstract: Chenzhou is the important base for the gradient transfer of the processing trade industry. After nearly a decade of exploration and development, chenzhou has made a great progress. But some problems that the processing trade industry faces in the new era are not resolved all the same. Midwest region mostly has the similar problems with Chenzhou in the process of the gradient transfer, such as: small-scale enterprises and low competitiveness; the deficiency of innovative motivity and the small proportion of scientific research; the increased homogenization competition among the enterprises and lack of the convergency effect and so on. This paper puts forward the relevant countermeasures which should be practised by both the government and the enterprise based on the survey.
