摘  要:本文对中国城市新建商品住房价格刚性的研究表明,造成中国城市住房价格刚性的根本原因在于中国基本国情影响,人多地少,而且人口在持续增加、城市居住人口在膨胀,土地却不能再生。由于近年土地交易市场化,地价逐步提升,一些地产商开始囤积土地,特别是一些大型企业囤积土地甚至达到了几千万平方米,囤积土地导致的土地成本抬升是住房价格刚性的重要因素,地方政府的利益刚性是维持价格高位运行的强大外力。
因此,引进市场机制,加大对土地市场的监管,房地产成本透明公开化,土地资源合理有效的分配,破除地方政府的利益刚性,实行严格统一有效的土地批租制度,实行更为公平的收入分配政策才是破除价格刚性的有效途径。
