民间反扒联盟引发的法律思考

摘 要：扒窃行为一直威胁着公民的财产安全和人身安全，而民间反扒联盟是近些年出现的新事物，其出现符合了人民利益，维护了社会稳定。但是反扒联盟也引起了人们的广泛争议，而现阶段我国对民间反扒联盟的研究又比较少。本文在对民间反扒联盟的概念和特征进行阐析的基础上，探讨了民间反扒联盟引出的若干法律问题，提出了一些保障民间反扒联盟的立法建议。

Abstract: Pickpocketing been threatening behavior and property of citizens and personal safety, and civil Fanba Union is the recent emergence of new things, it appears consistent with the interests of the people, safeguard social stability. But Fanba Union has also aroused widespread controversy, but at this stage of the research on civil Fanba Union and relatively small. Based on the concept of civil Fanba Union and characteristics of civil Fanba Union raises legal issues and to protect civil Fanba Union legislative proposals and other aspects of analysis, interpretation caused by civil Fanba Union Law.
