农村文化建设的困境与对策分析(7200字)

摘    要

农业是国家的根本，农业的发展主要表现在农村的发展，而农村文化建设在农村的发展举足轻重的作用。党的十七大会议中指出“在社会主义新农村建设中，文化建设是一项重要内容”。与城镇相比， 我国农村文化发展水平还很低，农村文化建设水平不高已成为制约农村发展的一个重要瓶颈，所以我们在发展农村经济的同时，不能滞后农村文化的发展。本文以实地走访与文献参考相结合，分析了苏家屯文化建设的问题并根据问题提出相关解决措施。目前苏家屯文化建设存在文化建设滞后于经济建设；文化资源不足；文化基础设施较陈旧，总量不足；村文化人才队伍素质偏低等一些问题。针对这些问题我们提出了相应的解决措施，主要有推进村文化体制创新，进一步增强村文化发展活力；加大资金投入力度，切实解决农村文化建设资金不足的问题；加强队伍建设，建立行之有效的用人和选人机制；增强农民的道德意识等。

Abstract

Agriculture is the fundamental industry， the development of agriculture mainly reflect in rural  development and rural cultural plays a decisive role in the development of rural areas . 17th party conference designated that "while in the new socialist countryside construction， cultural construction is an important element，" .compared with the cities and towns， china’s rural cultural development is still very low. The low level of cultural construction in rural areas has become a critical bottleneck.While we are enhanceing the  rural economy ， the development of rural culture cann't be neglected. Based on investigation and a combination of literature  references，the article analysis of the issue of cultural construction and solution in accordance with the relevant issues . Through ours investigation， we discovered these current existence question：cultural construction and cultural construction inferior to economic development； lack of cultural resources and a serious shortage of  cultureinfrastructure； outmoded infrastructure； downward bias of the cultural character of  rural cultural personnel .This artiele proposed a series of corresponding measures aiming at solved the issues ：boost  cultural institution innovation；enhance the vigorous of rural  culture ；increase  funding investment  and solve the issue of insufficient input ；strengthen the building of the contingent of cultural  professionals；perfect   rules and regulations to recruitment of  personnel and performance evaluation system；and enhance the ethical consciousness of farmers.
