摘  要：我国是农业大国，农业是国民经济的基础，土地是农业的基础，土地问题一直被列为“三农”问题的核心问题。土地流转问题更是与我国“三农”休戚相关，关系我国农民增收创收等实际利益，保障社会和谐的根本所在。我国土地流转一直与时俱进进行变革，但是土地流转制度改革中耕地保护还存在农用地用途管制执行不力，耕地保护机制不完善，保护力度亟待加强，节约集约用地观念淡薄，土地利用普遍粗放，耕地后备资源不平衡和违法成本不高等若干问题。本文从以下方面分析我国农地流转与耕地保护相关关系的问题：农地流转的现状及特点；耕地保护的现状及特点；农地流转中所带来的耕地保护方面的问题；提出农地流转与耕地保护的相关建议。

Study On The Relationship Of Land Circulation And The Cultivated land Protection
Abstract: China is a large agricultural nation, agriculture is the foundation of the national economy, the land is the foundation of agricultural land problem has been listed, the core of the "three nong" questions. Land circulation problems of agriculture, countryside and farmers with China is closely related in increasing farmers' income, the relationship between actual benefit programs and so on, ensure the fundamentality of social harmony. Our country land circulation has been advancing with The Times for change, but the land transfer system reform of cultivated land protection still exist in the general land use planning and land use index determined lagging farmland use control execution dreadful, farmland protection mechanism imperfect, protection efforts to be strengthened, economical and intensive land use, the land use common weak concept, reserve cultivated land resources extensive imbalances and some problems of higher costs do not illegal. This paper analyzes from the following aspects of farmland changing and cultivated land protection related problem: the status and characteristics of farmland changing; The present situation and characteristics of cultivated land protection; In the farmland changing brought by the cultivated land protection problems. The cultivated land protection of farmland changing and put forward relevant Suggestions.
